Subsidy program for the installation of natural gas heating systems in residential buildings by EDA Attikis S.A. – July 2022

The program has started on Friday, February 4, 2022 and EDA Attica, following a relevant request from the consumer, subsidizes part of the total cost of the internal installation of natural gas for central or autonomous heating of active homes located on an active natural gas network.

Beneficiaries

The subsidy is only valid for natural gas connection contracts, for “Central Heating” και “Autonomous Heating” consumer categories for homes located on an active low-pressure natural gas network (4bar).

Subsidised amount

The subsidy schedule is graduated and the subsidised amount is determined by the connection category and the capacity of the gas boiler installation according to the table below:

What expenses does it cover?

The program covers costs related to the devices and accessories required for the conversion of the existing heating installation of another form of energy to a corresponding use of natural gas.

Program Duration

Extension of the second phase of the programme (05.05.2023)

We would like to inform you that the deadline for the submission of supporting documents for the second phase (subsidy contract, installer contractor’s invoice, assignment contract) has been extended until July 31, 2023.

In particular:

  • For installations that were activated in April, provided that they have complied with the three-month period of activation since the installation of the meter, the possibility of submitting the supporting documents is given until 25 May 2023.
  • For those installations that are activated by 31 July 2023, they will have to submit the second phase documentation by this date at the latest in order to be considered on time and benefit from the subsidy.

The rest of the terms of the program are still valid (activation within a maximum of three (3) months from the installation of the meter and submission of second-phase supporting documents to EDA Attikis no later than 20 calendar days from the date of activation), provided that the deadline is met stated above.

Extension of the second phase of the programme (16.01.2023)

We would like to inform you that the deadline for the submission of supporting documents for the second phase (subsidy contract, installer contractor’s invoice, assignment contract) has been extended until March 31, 2023.

In particular, for those installations that are activated by 31 March 2023 (with invoices issued in 2023), they will have to submit the second phase documentation by this date at the latest, in order to be considered on time and benefit from the subsidy.

The rest of the terms of the program are still valid (activation within a maximum of three (3) months from the installation of the meter and submission of second-phase supporting documents to EDA Attikis no later than 20 calendar days from the date of activation), provided that the deadline is met stated above.

Extension of the second phase of the program (1.12.2022)

We inform you that the deadline for the activation of the internal natural gas installation is extended until December 30, 2022.

In relation to the issuing of installer contractor invoices and the submission of supporting documents for the second phase of the program, and for reasons of accounting completion of the year 2022, the following apply:

  • For those facilities that are activated by December 23,they will have to provide the second phase supporting documents by December 27, 2022 at the latest.
  • For those facilities that are activated between December 27-30 (with invoices issued within 2022) they will have to submit the second phase supporting documents no later than January 3, 2023 in order to be considered on time.

Please note that the rest of the terms of the program are still valid (incl. activation within three (3) months from the installation of the meter).

Extension of the second phase of the program (24.10.2022)

We would like to inform you that the deadline for the activation of the indoor installation and the presentation of the supporting documents for the second phase of the subsidy program is extended until November 28, 2022.

Please note that all other terms of the program still apply.

The new subsidy program is valid for connection contracts that will be submitted to the EDA Attikis, with the simultaneous correct submission of all the supporting documents for phase A for inclusion in the program, from February 4, 2022 and until the available budget is exhausted.

In the case of commitment of the entire budget based on the submitted supporting documents of Phase A of the program, EDA Attikis will complete the stage of participation in the program by posting relevant information on its website. Also, in case of high demand, and based on the connection requests, the EDA Attica may, through its website, inform in advance about the estimated commitment of the budget.

Necessary conditions for the return of the subsidy are: a) the activation of the internal installation must take place no later than three (3) months from the date of installation of the n.g. meter and b) the submission of all necessary supporting documents for phase B to the EDA Attica to take place up to 20 calendar days from the activation date of the internal installation.

In any case, the above cut-off dates cannot be later than October 31, 2022.

How subsidies work?

The subsidised amount is paid by EDA Attikis S.A. to the contractor installer (and/or equipment supplier) for the construction of the indoor installation after the receipt of all the necessary documents, the inspection procedures and the issuance of the n.g. licence.

Procedure/steps to participate in the program

The interested consumer (the owner in the case of an individual apartment or single-family house, the administraotr in the case of a house building) submits a signed natural gas connection contract with EDA Attikis by paying the relevant connection fees (if required) in accordance with the Company’s applicable procedures.

Simultaneously with the submission of the documents for the connection contract the following necessary documents for the first phase of the subsidy shall be submitted:

  1. Declaration of Acceptance of Participation and Acceptance of the Terms and Conditions of of the Terms and Conditions of of Participation in the Subsidy Programme.
  2. In the case of an individual apartment in an apartment building or a single-family house, a photocopy of the residence’s recent electricity bill (issued in the last six months until the date of filing of the connection agreement).

Η ΕΔΑ Αττικής προχωρά σε έλεγχο της ορθότητας των δικαιολογητικών της Α’ φάσης, ενημερώνει τον καταναλωτή (ή τον εξουσιοδοτημένο από αυτόν για τη διαχείριση της σύμβασης σύνδεσης) σχετικά με προέγκριση ή την απόρριψη του αιτήματος επιδότησης και καταγράφει την σειρά προτεραιότητας ένταξής του στο πρόγραμμα.

Note: Η υπογραφή της σύμβασης σύνδεσης και η υποβολή της Υ/Δ -Αίτησης του δικαιούχου για την ένταξη στο πρόγραμμα επιδότησης και την αποδοχή των όρων συμμετοχής (και του φωτοαντιγράφου πρόσφατου εκκαθαριστικού λογαριασμού ηλεκτρικού ρεύματος κατοικίας στην περίπτωση αυτονομιών), σε καμία περίπτωση δεν συνεπάγεται την απόδοση του επιδοτούμενου ποσού, αλλά την κατοχύρωση της σειράς προτεραιότητας για την ένταξη στο πρόγραμμα. Submission of the Phase A subsidy documents at a later stage than the date of submission of the Connection Agreement will not be accepted. Για το λόγο αυτό, η κατάθεση μη ορθών δικαιολογητικών της Α’ Φάσης (Υ/Δ-Αίτηση ένταξης και αντίγραφο πρόσφατου εκκαθαριστικού λογαριασμού ηλεκτρικού ρεύματος κατοικίας στην περίπτωση αυτονομίας) συνεπάγεται την απόρριψη του αιτήματος ένταξης στο πρόγραμμα.

Upon signature of the connection contract, EDA Attikis S.A. proceeds with the construction of the supply and the installation of the meter of the gas installation. Σε περίπτωση αυξημένης ζήτησης, η ΕΔΑ Αττικής δύναται να συμφωνήσει με τον καταναλωτή μεγαλύτερο χρόνο ολοκλήρωσης σύνδεσης από τον προβλεπόμενο στα σχετικά ρυθμιστικά κείμενα.

The contractor chosen by the consumer for the construction of the internal gas installation shall then submit the internal installation study for approval to EDA Attikis S.A. Upon approval, the contractor proceeds with the construction of the internal installation and then submits the documents required for the technical inspection of the internal installation to EDA Attikis S.A. EDA Attikis S.A. initially proceeds with the temporary activation of the installation (boiler power check). Στη συνέχεια, μετά την παραλαβή του σωστού φύλλου ρύθμισης και συντήρησης εγκαταστάσεων σταθερών εστιών καύσης (Φύλλο Ελέγχου Καύσης) από τον ανάδοχο εγκαταστάτη, η ΕΔΑ Αττικής εκδίδει την Άδεια Χρήσης φυσικού αερίου.

Σημείωση: Το Φύλλο Ελέγχου Καύσης φυσικού αερίου θα πρέπει να αποστέλλεται από τον ανάδοχο εγκαταστάτη προς το αρμόδιο τεχνικό τμήμα της ΕΔΑ Αττικής στην ηλεκτρονική διεύθυνση f.kausis@edaattikis.gr.

Note: In order for EDA Attikis S.A. to activate the gas installation, the consumer must first sign the gas supply contract with the Supplier of choice (the Supplier must have a gas supply license from RAE and be registered in the E.S.F.A. Users’ Register). Η επιδότηση της εσωτερικής εγκατάστασης καταβάλλεται/αποδίδεται στον καταναλωτή ανεξάρτητα από ποιον Προμηθευτή φυσικού αερίου θα επιλέξει και δεν υφίσταται οποιαδήποτε δέσμευση του τελικού καταναλωτή ή/και της Εταιρείας έναντι του Προμηθευτή για την ως άνω παροχή.

The consumer or the contractor installer submits the following documents to EDA of Attikis S.A. for the final control and reimbursement of the subsidy:

  1. Contract for the subsidy of part of the cost of the internal gas installation. The contract is a tripartite contract (i.e., between the consumer, the contractor installer and/or equipment supplier and EDA Attikis S.A.) and is independent of the connection contract.
  2. Invoice from the installer’s contractor to EDA Attikis S.A., which should be described as ‘Subsidy for gas installation as per Delivery Point Number (IKASP) XXXXXXXXXXX” and with a value (incl. VAT) of equal to the subsidised amount to which the beneficiary consumer is entitled.
  3. An Affidavit of Acceptance by the beneficiary/applicant consumer (i.e., owner or manager in the case of central heating in a block of flats), stating the amount of the subsidised amount and the installer to whom he wishes to assign it (the declaration must always be signed by the beneficiary/applicant).

Once the verification of the above documents has been completed, and provided that all the terms and conditions of the program have been adhered to, the value of the subsidy (including the value of the subsidy) must be specified in the contract (including the value of the subsidy). The procedure is completed with the payment of the subsidy amount to the installer contractor by the EDA Attikis S.A.

  • The subsidy applies only to gas connection contracts for consumer categories «Central Heating» and «Individual Heating».
  • Η επιδότηση ισχύει για συμβάσεις σύνδεσης φυσικού αερίου με την ΕΔΑ Αττικής που θα κατατεθούν από τις 4 Φεβρουαρίου 2022 και μετά (σ.σ. δεν είχαν σε ισχύ σύμβαση σύνδεσης φυσικού αερίου ως και τις 3 Φεβρουαρίου 2022).
  • Η επιδότηση ισχύει για συμβάσεις σύνδεσης που θα κατατεθούν υπογεγραμμένες (με ταυτόχρονη υποβολή ορθών δικαιολογητικών για την ένταξη στο πρόγραμμα) μέχρι εξάντλησης του διαθέσιμου προϋπολογισμού αυτής. The order of priority is determined by the submission to EDA Attikis S.A. of the correct supporting documents for membership in the program (Affidavit of Acceptance – application for membership in the program and a photocopy of the recent statement of the electricity bill of the residence in the case of individual heating). The amount committed at the time of submission of the relevant connection contract, in relation to the power requested, may be changed only in the event of a reduction in the power requested. In case of a request for an increase in capacity, the amount initially committed shall not be changed accordingly.
  • The subsidy applies only to contracts for connection on an active low pressure gas network.
  • The subsidy applies to dwellings that are «active», i.e. occupied. Ειδικά για την περίπτωση αυτόνομης σύνδεσης μεμονωμένου διαμερίσματος σε πολυκατοικία ή μονοκατοικίας, απαιτείται η προσκόμιση πρόσφατου εκκαθαριστικού λογαριασμού ηλεκτρικού ρεύματος (τελευταίου εξαμήνου έως την ημερομηνία κατάθεσης της σύμβασης σύνδεσης) με ελάχιστη κατανάλωση τις 100 kWh ανά τετράμηνο.
  • H επιδότηση ισχύει εφόσον η ενεργοποίηση της εσωτερικής εγκατάστασης φυσικού αερίου πραγματοποιηθεί εντός τριών (3) μηνών από την ημερομηνία τοποθέτησης του μετρητή Ειδικότερα, και όσον αφορά στην τρίμηνη προθεσμία ενεργοποίησης της εσωτερικής εγκατάστασης, σημειώνονται τα ακόλουθα: Σε περίπτωση που το πρώτο διαθέσιμο εκ μέρους της ΕΔΑ Αττικής ραντεβού υπερβαίνει την καταληκτική ημερομηνία ενεργοποίησης, θα γίνονται αποδεκτές οι αιτήσεις ένταξης στο πρόγραμμα επιδότησης των τελικών καταναλωτών που θα ορίσουν τηλεφωνικά το ραντεβού ενεργοποίησης έως και μία (1) ημέρα πριν τη λήξη της ως άνω προθεσμίας και υπό την προϋπόθεση ότι θα έχουν ολοκληρώσει επιτυχώς τη διαδικασία ενεργοποίησης της εσωτερικής τους εγκατάστασης, ώστε μετά την πραγματοποίηση του καθορισμένου ραντεβού να τεθεί αυτή άμεσα σε λειτουργία (αεριοδότηση). It is expressly stated that the right to join the subsidy program is not established in the event that due to the end consumer’s fault, the definition of a 2nd or/and 3rd activation appointment is required beyond the aforementioned three-month deadline.
  • The subsidy is valid as long as the submission of the second phase supporting documents (invoice of the contractor installer, subsidy contract) to EDA Attica is carried out no later than twenty (20) calendar days from the date of activation of the internal installation. At the same time, the submission correct combustion sheet of the natural gas installation. In any case, this deadline cannot exceed October 31, 2022.
  • The subsidy does not apply to connection contracts for professionals (builders of new buildings or with any professional VAT number) or to connection contracts for buildings under construction.
  • The subsidy applies only in cases of replacement existing heating systems of another form of energy with natural gas installation. Stand-alone connections are not subsidized in apartment buildings with a connection contract for central heating effective from 3 February 2022 onwards.
  • The subsidy does not apply to internal gas installations (in apartment buildings as central heating, individual apartments, detached houses) previously supplied with natural gas.
  • The subsidy does not apply if the contracting party (home owner or administrator) culpably violates any of the terms of the connection contract and/or the contract subsidizing part of the cost of an internal natural gas installation.
  • The subsidy of EDA Attikis S.A. is not combined with other gas installation subsidy schemes of other operators (e.g., NSRF).
  • EDA Attikis may, for any reason, stop the collection of declarations of inclusion in the subsidy program depending on its progress, after relevant information to consumers through the corporate website. In addition, it is noted that any change or modification of the relevant deadlines and, in general, of the entire course of the program will be communicated through the website of EDA Attikis S.A.
