Grant program for natural gas heating installation – NSRF

The project concerns the subsidy of the cost for the internal installation of natural gas in dwellings, to replace existing oil heating systems, and is implemented under the NSRF Operational Programme 2014-2020. Enaon EDA is the body responsible for receiving requests, checking, certifying and paying the grant.

The potential beneficiaries must submit – either personally or by representatives authorized for the needs of the action – the grant application and the relevant required documents at the company’s customer service store, taking the corresponding receipt protocol. New Extension to grant program’s implementation deadlines

  • The supporting documents required for the certification of natural gas internal installation and the payment of the granted amount may be submitted no later than 16 January 2023, for all cases where the activation of the internal installation took place between 1 July 2022 and 30 December 2022

Extension of the grant application deadline

  • The supporting documents required for the certification of the indoor installation of f.a. and the payment of the grant may be submitted no later than 15 December 2022 for all cases where the indoor installation was activated between 1 July 2022 and 15 November 2022.
  • For grant applications that do not meet the criteria of paragraph 8.1 of Article 8 and have not been pre-approved, a deadline of 30 September 2022 is given for the submission of the required correct supporting documents. After this date, if the correct supporting documents have not been submitted, applications will be rejected.

In all other respects, the provisions of the notice of the action (Government Gazette 4447/8-10-2020) and its amendment (Government Gazette 2062/2062/19-05-21) apply.

Extension of the grant application deadline

Potential beneficiaries may submit their request for grant application (including the required supporting documents) until 30 July 2021 (Read more for the relevant amendment in the announcement – Government Gazette_2062/19-05-21).

Otherwise, the provisions of Article 6 of the call for proposals apply (Government Gazette 4447/8-10-2020).

Information regarding the deadline for submitting grant applications

In order to provide the best possible service for requests submitted under the grant action and taking into account the imminent expiry of the deadline for their submission, we would like to inform you that it will not be necessary to wait until the deadline of the 30th of July for the completion of the link verification process in order to submit requests under the action. Applicants (or their authorised representatives for the purposes of the action) may submit the request to participate in the action together with the necessary supporting documents by the closing date, provided that the corresponding request for a connection contract has been registered in the company’s web systems in advance.

The grant application will be processed once the corresponding request for a connection contract has been approved, in order of precedence on the basis of the submission date and serial number of the application. Assuming that the participation of stakeholders in the action is significant, an additional verification of new requests to participate in the action and the adequacy of the available budget is added as an additional verification.

Eligible consumers and eligible dwellings

Participation in the action is open only to natural persons who meet the following cumulative conditions (beneficiaries of the action):

  1. 1. They have the right of ownership (full or partial) or usufruct in an eligible dwelling. In special cases where the dwelling was acquired after the submission of the last tax return or is granted free of charge, only the whole owner and the usufruct (not the small owner) are entitled to participate.
  2. They have not concluded (themselves or the co-owners) a gas connection contract with Enaon EDA, in respect of the dwelling for which they are applying for a grant, by the 8th of October 2020 (i.e. they do not have a connection contract in force on 07/10/20, prior to the publication of the notice).
  3. They meet the criteria of the categories in Table 1:

Income is taken to be the “levy income” in section C2 “Excluded”. “Special contribution” of the income tax return.

A dwelling is considered eligible for the measure if it complies with the following criteria:

  • It is a single-family dwelling, an individual apartment or a multi-family dwelling (1).
  • It is used as the main residence by the applicant, any joint tenant/(co-)tenant or by a third party by free concession (as indicated in the E1 income tax return). “Special contribution” of the income tax return
  • Located in the Region of Attica, at a location with a low-pressure gas network and a gas penetration at the municipality level of up to 25% (according to Table 2 below), and can be connected and supplied by Enaon EDA.
  • Legally existing, i.e., with a building permit or other equivalent legal document.
  • Equipped with an oil heating system or heated by a central oil heating system in operation.
  • No other grant for the replacement of a heating system has been received from a public body, and has not been included or applied for inclusion in any other national or Community programme.

(1) Notes: In a multifamily property, at least 50% of the number of properties in residential use must be eligible, and the application must be submitted by applicants who qualify under one of two categories of beneficiaries based on the income criteria in Table 1.

Budget and duration of implementation

The budget of the Action in terms of Public Expenditure for the subsidy for the replacement of heating systems amounts to 4.689.000 €. The public expenditure is co-financed by the European Regional Development Fund (ERDF) of the European Union and by the national contribution.

The deadline for the submission of the grant application together with the required supporting documents by the potential beneficiaries is until the 28th of May 2021, and provided that the total funds available for this purpose have not been exhausted by that date. Enaon EDA will maintain a priority order (the priority order refers to the verification of supporting documents and the approval or not of the grant application and the commitment of the budget and does not guarantee the payment of the grant).

The implementation period for the submission of the supporting documents required for the certification of the internal gas installation and the payment of the grant is defined on the basis of the date of activation of the internal installation as follows:

  • June 30, 2021, regarding all cases where the activation of the installation has occurred on or before June 30, 2021,
  • January 28, 2022, regarding all cases where the activation has occurred from July 1, 2021 to December 30, 2021,
  • July 29, 2022, regarding all cases where the activation has occurred from January 2, 2022 to June 30, 2022.

Grant Intensity – Expenditure covered
Per internal heating installation in residential buildings is subsidised at 65% (or 100% in the case of beneficiaries of K.E.A.) out of the total eligible budget (1) (U.P.) and according to the following ceilings per category of installed boiler capacity (incl. (VAT).

(1) The Eligible Budget (EB) shall be determined in accordance with the documents of the contractor installers.

Notes:

  • In case the total Eligible Budget is higher than the Maximum Eligible Budget, then the additional expenditure shall be covered by own contribution.
  • The beneficiary may not participate in any subsidy scheme for indoor heating installations of Enaon EDA
  • In case of a block of flats, the total eligible budget is allocated on the basis of the millimeters in each flat/property connected to the central oil heating system (residence or any commercial premises). Beneficiaries will receive for the corresponding amount the grant corresponding to the category of beneficiaries to which they relate.
  • The owners of non-eligible dwellings and those who do not belong to a beneficiary category in the above table will contribute to the expenditure themselves.

Eligible expenditure
Eligible expenditure is expenditure relating to:

  1. 1. Design and supervision of the construction of an internal installation
  2. 2. a) Inspection of an existing oil heating system, and b) issue of a combustion analysis sheet for an existing oil heating system.
  3. Activities for the start-up of the gas burner and the issue of a combustion analysis sheet.
  4. Pipework, chimney installation, boiler room work, etc.
  5. Supply and installation of electrovalves, detectors and materials related to the ventilation and flue gas extraction (e.g., special grille or ventilation ducts).
  6. Supply of gas piping and chimney materials.
  7. Supply and installation of burner – boiler system.
  8. Plumbing works and materials including the conversion of the apartment’s plumbing networks to stand-alone heating systems.

Note:

  • Sum of expenditure 1 to 3 must not exceed 500€.
  • Sum of expenditure 1 to 5 must not exceed 35 % of the total eligible subsidised budget.
  • VAT is included in the eligible costs
  • Expenditure shall be eligible from the date of submission of the grant application to the action, with the exception of expenditure under (2a) and (2b), which shall be eligible from the date of the call for proposals for the second round of the action.

The following costs are not eligible for a grant:

  • Terminal heat efficiency units (radiators)
  • Any other intervention in the gas boiler room/gas system installation area, other than the eligible costs listed above.
  • The replacement of only the burner or only the gas boiler is not eligible expenditure (but only the replacement of the existing system with a new burner/gas boiler system with energy characteristics that meet the minimum requirements of the KENAK).

How the grant is awarded

The beneficiary for the construction of the indoor gas installationpays only its own contribution to the contractor. The grant amount will be reimbursed to the contractor (installer and/or supplier of equipment and construction of the indoor installation) by Enaon EDA upon submission of the necessary supporting documents and completion of the control and certification procedures.

Procedure for implementing the action (in detail).

The interested consumer (the consumer or his/her representative authorized for the needs of the action) submits the application form for participation in the action together with the necessary documents to the customer service store of Enaon EDA, upon appointment (by dialing 11322). Enaon EDA issues the consumer with a receipt protocol.

A prerequisite for the submission of supporting documents is the existence of an approved gas connection application for the residence in question.

Supporting documents

  1. Application for participation of a block of flats/single-family dwelling/apartment in the action.
    In case of a block of flats, where the application concerns central heating, this request must be submitted by a representative of all owners of the heated dwellings in the block of flats (the manager of the block of flats or one of the owners applying for a grant in the application).
  2. A declaration of consent to accept the terms of participation in the action, consent to the collection and processing of applicants’ personal data, and consent to the sending of their data for cross-referencing to the e-Government Center for Social Security Services (IDIKA S.A.) in case the beneficiary is a member of the Social Solidarity Income (K.E.A.). Affidavit of Acceptance is an integrated part of the application for participation in the action.
  3. 3. Photocopy of the applicant(s)’ identity card or passport.
  4. Photocopy of the applicant(s)’ income tax return.
  5. Photocopy of the applicant(s) E1 tax income form. In case where the eligible dwelling is provided free of charge or used as a main residence by a joint tenant/(co-)tenant of the applicant, instead of the E1, a declaration of the user of the eligible dwelling stating that the dwelling is used as a main residence is required.
  6. Photocopy of the applicant(s)’ real estate information (E9 form).
  7. 7. Photocopy of a recent electricity bill (issued in the last six months prior to the submission of the application) of the dwelling where the gas installation will take place (to certify that the declared address corresponds to a dwelling and not to a business premises).
  8. In case of a block of flats, the following are additionally required:
    a) The minutes of a general meeting of a block of flats to decide on the installation of a natural gas system (specific form).
    b) A declaration by the manager/representative of the block of flats accepting the terms of the action, submitting the supporting documents for the costs, and paying them and the part not subsidised by the action.
    In case of a multi-family building, documents 2 to 7 are required for all owners of heated dwellings applying for a grant. .
  9. Photocopy of a building permit or other equivalent legal document (showing that the residence exists legally).
  10. Energy Inspection Report and combustion analysis sheet of the existing oil heating system (issued on the basis of the current institutional framework for the Regulation of Energy Performance of Buildings (KENAK)
  11. Financial offer form for the cost of gas installation (signed by the applicant or representative and the contractor(s)).
  12. Authorisations or other additional supporting documents as required or requested for the verification of applications.
  13. Additional supporting documents only for free-granted dwellings:
    Photocopy of the most recent Form E2 (statement for real estate rentals) of the applicant (usufructuary/full owner of the residence) or in case of a recent concession, the Affidavit of Acceptance of the applicant for the concession.

Remarks on the deposit

(1) The application to participate in in the action shall be deemed complete if all the supporting documents referred to above have been submitted. Receipt of the supporting documents does not in any way imply approval of the grant (commitment of the amount). Enaon EDA will proceed to the verification stage (step 2) of the application only if all the supporting documents have been received.

(2) Theminimum supporting documents required for initial submission are 1 and 2, i.e., the application for participation in the action and the declaration of acceptance of the conditions of participation.

(3) In the acceptance of the terms of participation the following are the completion of a valid e-mail address (email) of the applicant.

(4) In particular, documents 9 and 10 may be submitted to Enaon EDA at a later stage during the signing of the gas connection contract.

Enaon EDA:

  • Verifies the accuracy and completeness of the supporting documents accompanying the application form.
  • Inform the applicant in writing, via e-mail and/or by post, whether or not the applicant is eligible for a grant.
  • Simultaneously, in case of eligibility, it commits the amount of the grant resulting from the financial offer.

Note:

Enaon EDA will advise the applicant via e-mail (to the address indicated in the application form/acceptance of terms and conditions) regarding the existence of any deficiencies or the need for corrections to the supporting documents.

The same address will also be used to informthe applicant whether or not he/she has been found eligible for the grant.

The applicant consumer, upon pre-approval of his application to participate, shall proceed to the signature of the gas connection contract no later than 20 calendar days from the date of his notification. In the event of delayed submission, Enaon EDA shall reject in writing the participation in the action and shall release the grant amount.

Once the contract has been signed, Enaon EDA shall proceed to the installation of the gas meter. The contractor installer (of the consumer’s choice) then proceeds to submit the internal installation study for approval and endorsement by Enaon EDA Upon design approval, the contractor proceeds with the construction of the internal gas installation.

NoteThe applicant may submit the connection contract at the same time as the application for the action or may have signed the connection contract earlier.

With the construction of indoorinstallation the applicable submit to Enaon EDA the required documents for the technical inspection of the indoor installation, in accordance with the applicable technical regulation («Technical Regulation for Internal Gas Installations with operating pressure up to 500mbar»). Upon completion of the technical inspection, Enaon EDA activates the indoor. installation and issues the Use Permit for the indoor. gas installation..

The contractor shall issue to the beneficiary (in the case of a block of flats, to the representative of the beneficiaries, as designated in the application for participation in the action) the retail documents.

The following documents are acceptable:

  1. Retail Sales Receipt (or equivalent document on credit based on ELP) for the supply of equipment/materialsto the beneficiary/multifamily representative
    This is compulsory and detailed:
    – Name & Tax ID of beneficiary/representative (or management) of multifamily dwelling
    – Issue date & delivery address (match with address of eligible dwelling)
    – Retail price of each item of equipment/material sold [detailed description of item (e.g. e.g. pipe line, flue system, other materials, fittings, automation, etc.), the technical characteristics of the equipment (e.g. make, model, power, type of materials, meters, etc.), quantity, unit price and value]
    – Delivery Point Number (IKASP) of the location.
  1. Proof of Service (or equivalent document on credit under the ELP) for the services & installation worksto the beneficiary / representative of a block of flats.
    This is compulsory and detailed:
    – Name & Tax ID of beneficiary/representative (or management) of multifamily dwelling
    – Issue date & delivery address (match with address of eligible dwelling)
    – The type and value of each service provided (e.g. design, supervision, construction work)
    – Delivery Point Number (IKASP) of the location.

Note: The documents must have a date of issue after the date of submission of the application for participation, and must include only the equipment, materials and services related to the indoor natural gas installation supported by the action.

Copies of the documents must bear the original signature and stampof the contractor.

The beneficiary, prior to the payment of equity to the contractor, must confirm with Enaon EDA the amount of the grant to be received Enaon EDA confirms the grant amount by issuing the «Grant Payment Form».

The payment form will be sent electronically to the beneficiary (at the address indicated in the application form/acceptance form).

The beneficiary proceeds to pay the corresponding amount to the contractor. The payment must be made via a bank transaction and certified by the presentation of a photocopy of the document(s) (e.g., deposit slip in the bank account of the contractor(s), proof of electronic payment, proof of payment by debit/credit card).

Note:In the case where the beneficiary has already made a payment to the contractor, the grant payment form is completed based on the details of the retail transaction documents and/or relevant Affidavit of Acceptance.

The beneficiary shall submit the photocopies of bank transaction documents to Enaon EDA The copies of the documents must bear the original stamp and signature of the contractor. He/she shall also submit the «Affidavit of Acceptance – Authorisation for the payment of the subsidised amount» to the contractor(s).

Enaon EDA conducts all the required inspections and certifies the internal gas installation.

Certification documents

  1. Application for participation in the action.
  2. Affidavit of acceptance of terms of participation, consent to the collection & processing of personal data
  3. Photocopy of the applicant(s)’ identity card or passport
  4. Photocopy of a copy of the income tax statement.

  8. For apartment buildings: a) Photocopy of the minutes of the general meeting, b) Administrator’s Affidavit of Acceptance
  9. Photocopy of the building permit for the dwelling (or other equivalent legal document)
  10. Inspection report & combustion analysis sheet of existing oil heating system.
  11. Financial bid form for the cost of indoor heating installation.
  12. Authorisations or other additional necessary documents
  13. For free-of-charge dwellingς: Photocopy of the applicant’s recent E2 form or, in case of a recent concession, the applicant’s Affidavit of Acceptance
