Subsidy program for the installation of natural gas heating systems in residential buildings by EDA Attikis S.A. – Ιούλιος 2022

The program has been launched as on Tuesday 19th of July 2022 and according to this program, EDA Attikis S.A., upon request of the consumer, subsidizes part of the total cost of the internal gas installation for central or individual heating of active residences located on an active gas distribution network.

The subsidy applies only to gas connection contracts for consumer categories «Central Heating» and «Individual Heating» for dwellings located on an active low pressure gas distribution network (4bar).

The program covers costs related to the devices and accessories required for the conversion of the existing heating installation of another form of energy to a corresponding use of natural gas.

Subsidised amount

The subsidy schedule is graduated and the subsidised amount is determined by the connection category and the capacity of the gas boiler installation according to the table below:

Program Duration

The new subsidy program is valid for connection contracts submitted to EDA Attikis S.A., with the simultaneous correct submission of all Phase A documentation for inclusion in the program, from, July 19 2022 until the available budget is exhausted.

In case of commitment of the entire budget based on the submitted Phase A documents, EDA Attikis S.A. will complete the stage of participation in the program by posting a relevant information on its website. Also, in case of high demand, and based on the requests for connection, EDA Attikis S.A. may inform in advance through its website about the estimated budget commitment.

A prerequisite for the reimbursement of the subsidy is the submission of all the necessary Phase B documentation to the Attica Regional Development Agency (EDA) of Attica up to 20 calendar days after the date of activation of the indoor installation. The deadline for submission of phase 2 documents cannot be later than 16 December 2022.

How subsidies work?

The subsidised amount is paid by the EDA Attikis S.A. to the contractor installer (and/or equipment supplier) for the construction of the internal installation after the receipt of all the necessary documents, the inspection procedures and the issuance of the gas licence.

Procedure/steps to participate in the program

The interested consumer (the owner in the case of an individual apartment or single-family house, the administraotr in the case of a house building) submits a signed natural gas connection contract with EDA Attikis by paying the relevant connection fees (if required) in accordance with the Company’s applicable procedures.

Simultaneously with the submission of the documents for the connection contract the following necessary documents for the first phase of the subsidy shall be submitted:

  1. Declaration of Acceptance of Participation and Acceptance of the Terms and Conditions of the Terms and Conditions of of Participation in the Subsidy Programme.
  2. In the case of an individual apartment in an apartment building or a single-family house, a photocopy of the residence’s recent electricity bill (issued in the last six months until the date of filing of the connection agreement).

EDA Attikis S.A. proceeds to check the correctness of the supporting documents of the first phase, informs the consumer (or the person authorised by him/her to manage the connection contract) about the pre-approval or rejection of the subsidy request and records the priority order of the consumer’s inclusion in the program.

Note: However, under no circumstances does the beneficiary’s signature of the connection contract and the submission of the Beneficiary’s Affidavit-Application for inclusion in the subsidy program and acceptance of participation conditions (and the photocopy of the recent electricity bill in case of individual heating) imply the reimbursement of the subsidized amount, but the establishment of the priority order for inclusion in the program. Submission of the Phase A subsidy documents at a later stage than the date of submission of the Connection Agreement will not be acceptedSubmission of the Phase Α subsidy documents later than the submission date of the Connection Agreement will not be accepted. Hence, the submission of incorrect Phase A documents (Affidavit – Application for Membership and a copy of the recent statement of the residential electricity bill in case of individual heating) will result in the rejection of the application for membership of the program.

Upon signature of the connection contract, EDA Attikis S.A. proceeds with the construction of the supply and the installation of the meter of the gas installation. The contractor chosen by the consumer for the construction of the internal gas installation shall then submit the internal installation study for approval to EDA Attikis S.A. Upon approval, the contractor proceeds with the construction of the internal installation and then submits the documents required for the technical inspection of the internal installation to EDA Attikis S.A. EDA Attikis S.A. initially proceeds with the temporary activation of the installation (boiler power check). Στη συνέχεια, μετά την παραλαβή του σωστού φύλλου ρύθμισης και συντήρησης εγκαταστάσεων σταθερών εστιών καύσης (Φύλλο Ελέγχου Καύσης) από τον ανάδοχο εγκαταστάτη, η ΕΔΑ Αττικής εκδίδει την Άδεια Χρήσης φυσικού αερίου.

Note: The Natural Gas Combustion Control Sheet should be sent by the contractor installer to the competent technical department of EDA Attikis S.A.f.kausis@edaattikis.gr.

Note: In order for EDA Attikis S.A. to activate the gas installation, the consumer must first sign the gas supply contract with the Supplier of choice (the Supplier must have a gas supply license from RAE and be registered in the E.S.F.A. Users’ Register). The subsidy for the internal installation shall be paid/reimbursed to the consumer irrespective of which gas Supplier the consumer chooses and there shall not be any obligation of the final consumer and/or the Company towards the Supplier for the above provision.

The consumer or the contractor installer submits the following documents to EDA of Attikis S.A. for the final control and reimbursement of the subsidy:

  1. Contract for the subsidy of part of the cost of the internal gas installation. The contract is a tripartite contract (i.e., between the consumer, the contractor installer and/or equipment supplier and EDA Attikis S.A.) and is independent of the connection contract.
  2. Invoice from the installer’s contractor to EDA Attikis S.A., which should be described as ‘Subsidy for gas installation as per Delivery Point Number (IKASP) XXXXXXXXXXX” and with a value (incl. VAT) of equal to the subsidised amount to which the beneficiary consumer is entitled.
  3. An Affidavit of Acceptance by the beneficiary/applicant consumer (i.e., owner or manager in the case of central heating in a block of flats), stating the amount of the subsidised amount and the installer to whom he wishes to assign it (the declaration must always be signed by the beneficiary/applicant).

Once the verification of the above documents has been completed, and provided that all the terms and conditions of the program have been adhered to, the value of the subsidy (including the value of the subsidy) must be specified in the contract (including the value of the subsidy). The procedure is completed with the payment of the subsidy amount to the installer contractor by the EDA Attikis S.A.

Terms and conditions of Tender

  • The subsidy applies only to gas connection contracts for consumer categories «Central Heating» and «Individual Heating».
  • The subsidy applies to gas connection contracts with EDA Attikis S.A. that will be submitted from the 4th of February 2022 onwards (i.e., they did not have a gas connection contract in force until February 3, 2022).
  • The subsidy is valid for signed connection contracts (with simultaneous submission of the correct documentation for inclusion in the program) until the available budget for the program is exhausted. The order of priority is determined by the submission to EDA Attikis S.A. of the correct supporting documents for membership in the program (Affidavit of Acceptance – application for membership in the program and a photocopy of the recent statement of the electricity bill of the residence in the case of individual heating). The cases of connection contracts for which the correct supporting documents for membership of the subsidy program have not been submitted are not bound by the priority of participation and the subsidy budget. The amount committed at the time of submission of the relevant connection contract, in relation to the power requested, may be changed only in the event of a reduction in the power requested. In case of a request for an increase in capacity, the amount initially committed shall not be changed accordingly.
  • The subsidy applies only to contracts for connection on an active low pressure gas network.
  • The subsidy applies to dwellings that are «active», i.e. occupied. In particular, in case of a stand-alone connection of a single apartment in a block of flats or a single-family dwelling, a recent electricity bill (last six months up to the date of submission of the connection contract) with a minimum consumption of 100 kWh per quarter is required.
  • The subsidy is valid if: a) the definition of 1st activation appointment the indoor installation is carried out no later than 2nd December 2022, and b) the activation the indoor gas installation is carried out no later than 16 December 2022. The activation of the indoor installation is defined as the activation process during which the installation is immediately put into operation (gas supply)It is expressly stated that no right of affiliation to the subsidy program is established in the event that due to the negligence of the end consumer the appointment of a 2nd and/or 3rd activation appointment is required beyond the above-mentioned three-month period.
  • The subsidy is valid if the submission of the second phase documents (invoice of the installer contractor, subsidy contract, Subsidy Assignment Declaration) to EDA Attikis S.A. is made no later than twenty (20) calendar days from the date of activation of the internal installation Simultaneously the submission of a correct combustion spreadsheet of the gas installation is required. This deadline in any case may not exceed December 16, 2022.
  • The subsidy does not apply to connection contracts for professionals (builders of new buildings or with any professional VAT number) or to connection contracts for buildings under construction.
  • The subsidy applies only in cases of replacement existing heating systems of another form of energy with natural gas installation. Individual heating connections in blocks of flats with a connection contract for central heating in force from 18 July 2022 onwards are not subsidised.
  • The subsidy does not apply to internal gas installations (in apartment buildings as central heating, individual apartments, detached houses) previously supplied with natural gas.
  • The subsidy does not apply if the contracting party (home owner or administrator) culpably violates any of the terms of the connection contract and/or the contract subsidizing part of the cost of an internal natural gas installation.
  • The subsidy of EDA Attikis S.A. is not combined with other gas installation subsidy schemes of other operators (e.g., NSRF).
  • EDA Attikis S.A. may, for any reason, discontinue the collection of applications for membership of the subsidy program depending on the progress of the program, after informing consumers via the company’s website In addition, it is noted that any change or modification of the relevant deadlines and, in general, of the entire course of the program will be communicated through the website of EDA Attikis S.A.
